In April this year, Polish Prime Minister Donald Tusk published a column in the Financial Times calling for the creation of an Energy Union based on six pillars with thegoal of making energy more competitive and secure in the EU and its neighbourhood. Its most ambitious part would consist in setting up “a single European body charged with buying [Russian] gas.”
Ten years after the French Parliament unsuccessfully debated over the introduction of progressive energy rates, similar mechanisms are now being implemented in several EU countries in a context of shortages and rocketing prices.
